Hi some time has passed since your posting you may have this resolved? My 2 cents. I am not a pro mechanic but do have the Ford manual for this car.
Having confirmed power to the motor and having replaced it with no resolution you may have a bad new motor, or consider revisiting your test and method used to confirm power to the motor.
There could be a problem with the blower speed controler or the electronic automatic temprature controler (EATC) or related connectors. If you are familiar with the use of a volt/ohm meter you should be able to proceed with a service manual or perhaps Alldata at a library.
