I have suggestions for both.
First, have the neutral safety switch checked for the starting problem. If it started when you put it in neutral, chances are that is the problem. Have you actually tried to start it in neutral or do you always put it back in park?
As far as the fuel fill problem, this is most likely the problem. Where you put gas in, there is a filler tube that takes the fuel to the tank. Along side of it is a breather tube. It allows air to exit the tank as fuel fills it. If the breather is plugged or damaged, there is no where for the air to escape so the filler tube fills and shuts the pump. Have that checked to see if it has been damaged or is plugged.
