Jeep Cherokee Headlights

I have a 1990 Jeep Cherokee with apporx 200,000 miles with a 4.0 litre I6. With the headlight switch in the on position both headlights will flash simultaneously excessively. Do you think this is a relay problem or a faulty headlight switch? Your help is much appreciated.

do the dash lights flah too? if all the lights are doing it check the voltage regulator...

The instument lights stay on its just the headlights that are flashing. I'm hoping its just a relay or something.
