1999 Jeep Grand Cherokee Possible Fuel Pump Problem

Every time I try to start my Jeep it cranks and starts only after 5 seconds. It only happens when the engine is cold. When its wormed up I have no problem starting the vehicle. I found one resolution to starting the engine without cranking it so much is to turn the key to last level before ignition and wait few seconds, then it starts right away. Still I want to fix that problem. Im speculating it is a fuel pump issue but wanted to confirm before I spend $400+ on changing it.

Check the fuel pressure-if that's okay. Find and test the coolant temperature sensor/idle air control valve.
