1995 Jeep Cherokee Jeep won't start

Hello. When I turn the key to start the vehicle, I hear a whining sound, but then engine does not crank. Could this be a starter problem?

It could be the starter or a couple other things. Check for power to the smaller wire on the starter when the key is in the start position. You should get 12+ volts.
