My car won't start!

I've got a 1978 Honda Civic, it's an automatic, and has 84500 kms on it, and the engine is a 1.2L. It had been giving me a hard time starting, and I would have to pull out the choke and try to start it a few times, and then after about 20 minutes it would finally start. I thought that it needed an oil change, so I got it changed and it was still running rough, and now I can't get it to start, it almost will, but then it kind of chugs for a minute and then dies. Any ideas of what it might be and how much it's going to cost me to get it fixed?

When was the last major tune-up?

Check the choke and fast idle cam adjustment and also do a fuel pressure check. Also inspect the fuel filter and PCV valve. And if possible check ignition timing when its running then report back.

Now a days labor ranges from $70-125.00 dollars an hour and that's not including parts.
