car won't start when its cold

1999 honda civic with 203000 miles

when my car is cold it has trouble starting, the battry will crank it but it won't start, if it is in side the grarge,it will start. any thoughts :)

I would like you to check out the coolant temp sensor(s) and send unit, they help adjust the fuel ratio a bit higher when cold, also it could be affected by the MAF or AIS if your car is equipped.
