EGR VAlve test?

I have a 91 accord ex, 2.2, 5 spd, 150,000 mi.
Car is a little stubborn to start at first, idles eratically at first, then idles smooth after a minute, then it will not throttle up at all, and shows no codes. Has new
fuel pump, filter, pressure regulator, new plugs, cap, rotor, coil test good,

When testing the EGR valve, after engine is warm, when I apply vaccum to the valve is it supposed to stall out completely or just idle rough? When I apply vaccum it did not stall out it just started to idle rough. Thanks in advance for any help given.

Either it will die out or runs rough-you're okay here

Check the coolant temperature sensor/idle air control valve and throttle postion sensor/engine load sensor such as MAF/MAP sensor.
