Code P0401 EGR Flow Insufficient

1999 Honda Accord EX, 131,000 miles, 4 cyl, Manual Trans. Check engine light came on and I retrieved the above OBD II code indicating the following as possible causes:

-The DPF (differential pressure) sensor is faulty and needs to be replaced
-There is a blockage in the EGR (most likely carbon buildup)
-The EGR valve is faulty
-The EGR valve may not be opening due to a lack of vaccuum

There has been no noticable change in engine performance. Is there a way to determine which of the above problems is the culprit? I would assume the last one (lack of vaccuum) is not the problem since this EGR valve appears to be operated electrically.

Take the EGR off and clean it. It is likely that it doesn't close all the way due to carbon build up. If that satisfies the computer or the CEL, then I would next proceed to find out why the carbon buildup which generally to rich a mixture. Could be timing, o2, etc.
