If the brake lights are not working, then you have a faulty brake switch or blown fuse that is preventing the interlock from releasing the solenoid preventing shifting out of park.
With ignition switch ON, depress brake and listen for a relay clicking near the gearshift. If clicking noise is present, the solenoid lever could stuck and you need to remove the console to get at the solenoid.
You can use the ignition key to insert into the slot on the gear shift panel to release the lever.
