Both the convertible and the coupe used a frame mounted fuel filter. On the coupe it was normally mounted just in front of the tank as the above shows and looks like the first image. On the convertible it is stuffed between the top of the tank and the frame rail at the rear of the tank near the filler neck and looks like the attached image.
Other than the Sebring name the two cars share no other parts. If neither filter is there then somewhere along the line the fuel system was modified to omit the external filter and it is only using the in tank strainer. In that case you are correct and you would need to get to the pump module to change the strainer.
On the coupe you can do that without dropping the tank, there is an access panel under the rear seat. On the convertible the tank has to come out, but it also needs to be lowered at least on the driver's side to replace the filter.
What is the issue you have or is it just maintenance?
