How do you get at the outside lights to change a bulb? It looks as though you have to take the whole assembly off the car, . Is this correct?

Depends on the model, sedan or wagon. Some you remove one nut, located under the trim panel, then snap the cover off from the outside. Get a Chilton manual or such to help you.

I have a Haynes manual. It is a sedan. And it's the far right rear tail/brake light that is out. What trim panel are you refering to?

If you look in your trunk, you will see a plastic trim piece in the middle. Remove that trim. Then you'll have the carpet side panel. I believe there is a cargo net stud that you need to remove. You can then pull it out of the way. You need to remove three nuts in order to remove the tail light assembly. It's pretty easy once you've done it. And it sounds worse than it is. If you need any further help, let me know.
