1995 Ford Escort Overheats

I was driving my car in normal traffic with the A/C on and it started to overheat. I pulled over waited a few minutes turned on the car without the A/C and the temp went back down. Everything was fine until I turned the A/C on again and it did the same thing. What is the problem? Thermostat, fan?

I started the car again later and did notice that the fan did not turn on. What should I check first?

First inspect the fuses and cooling fan relay.
