That can be caused by a few things. I need to get a bit more information. First, is that the original mileage on the engine? Second, does the engine smooth out after it gets going? Are there any odd odors or smoke from the exhaust?
The first thing to do is check to see if there are diagnostic trouble codes. This vehicle has an OBD1 system that doesn't require a scan tool to retrieve the codes. All you will need is a short jumper wire or even a paper clip. Follow the directions in this link and let me know the results:

If there are no codes, I would check would be the fuel pressure and regulator. If you haven't already, here is a link that explains how it's done:

We could have too much or little fuel pressure.
Try these to get started and let me know the results. Also, let me know as much as you can that may help me diagnose the issue.
