Electrical Issue/Truck Won't Start

A while ago I went to turn my truck on and I cranked the ket and it rolled over twice and didn't start. I tried again and cranked the key but nothing was happening. Everything came on, lights, radio, cluster, A/C, etc. But the engine wouldn't start. I replaced the batteries, checked and cleaned the wires and connections, checked the relays, pulled the starter out and brought it to my local shop and they tested it and it passed. When I turn the key everything happens like its supposed to but the truck just wont start. But I did notice that when I turn my accessories on my engine like doesn't come on the cluster like it's supposed to. What do you think the issue could be?
