At the end of the actuator is a gear. It pushes into the HVAC box. Take a flat screwdriver and turn where it connects. See pic below.
If it turns freely, allow the actuator to be connected and change the air temperature request at the dash and see if the motor moves in different directions when you go from hot to cold and reverse.
If the door seems tight, you can try lubricating it. If it was me, I would use something like dielectric grease in the area where the two connect, and then I would (with the screwdriver) try to work the door back and forth to see if it loosens.
