2000 Dodge Ram Truck won't start

When I attempt to turn my truck on, it just clicks and will not start. However, everything else seems to be completely normal when I try to start it. All the light work fine, the engine light comes on, but it will just not start. The steering wheel is very tight to turn when sitting there and also the brakes are hard to push down. I attempted to jump it for a good thirty minutes last night, but no luck. What is the problem?

You sure its not a security issue if not could be one of the following:

Could be a blown fusible link, the starter, starter relay, transmission range switch and ignition switch
