2000 Dodge Neon My car will not start

How can I diagnose if I need a new timing belt? My car will not start and there is no sparks coming out on the sparks plugs. We just recently had those replaced as well as the camshaft positioning sensor. How do I get to the timing belt?

I had a simular problem with my 2000 neon, I checked the codes and they told me it was the camshaft Positioning sensor, but I had to replace the crankshaft positioner sensor as well. Then it started fine.
