2000 Dodge Neon Car will not start.

I was driving home from work with the AC on, but it started blowing warm air. I got on the freeway, and noticed I was slowly losing power as I pressed the accelerator. Pulled over to the side and turned the car off. Noticed a little smoke from under the hood so I opened and found the engine was slightly smoking and hot. Went to restart the car and as I did it sounded as if like blowing bubbles in water. Turned the car back off and checked the oil, was full. Checked the water and looked as if empty. Filled it, then tried to start and noticed a leak from what looked like the side of the motor where the pulley wheels are. Under the car I noticed water dripping. Wondering what I am looking for. Could the catalytic convertor or exaust be plugged up some where or.

Hi, Sounds Like your Water pump Is leaking. But Have It checked By Your mechanic. Fill up The radiator With Water For now. Till you Get to see him. Try Not to Drive it Too much And overheat The engine. Only remove The Radiator cap when the engine Is cool, Never hot.

Well the car will not start but it does try to kick over. It makes a sound like bubbles when it tries to start. Not to sure about why though.

Hi, If You Hear bubbles, Maybe It Got To hot. You may have internal engine damage, maybe head gasket, etc. Try Removing the spark plugs and crank it. Look for antifreeze on plugs, or coming out of cylinders went cranking. Reinstall plugs if nothing found. Leave the radiator cap off, and see if it starts. If it still don't start you need to do a compression test on all four cylinders.
