1998 Dodge Caravan won't turn over

Turn key on nothing happens. Instrument panel is all that works. Will not activate starter. Checked fuses looked for broken wires. Replaced battery and alternator

Welcome, did you try cranking in neutral? I'd have to check the circuits at the starter relay. Voltage at the load side of relay, is hot all the time, terminal 30. Voltage to the coil side of relat, terminal 86, goes hot with the key in the crank position. The pcm grounds the coil side of relay in order to energize. Where applicable, the security system might cause an issue?
