When was the last time you filled it in terms of when this started and where? I would start by getting a sample of the fuel and testing it. Wouldn't be the first time for contaminated fuel. The NPR has also had issues where the rubber fuel lines get degraded and will collapse internally and stop fuel flow. Normally you can feel this if you squeeze the lines, the bad ones will be VERY soft. Also there have been issues with them drawing air into the lines. For that using a temporary piece of clear line between the filter and the tank to look for air bubbles. It would also tell you if the pick-up in the tank has an issue, they can fail. It's also possible the pressure regulator has a problem, for that you need a scan tool to look at the pressures in the system.
I had one as a roll back for a while. Dealt with bad lines and a bad pick up as well. On mine the top of the tube developed pin holes so it would suck in air and lose prime.
