Coolant temperature sensor or connector

If you lose voltage when connected to the sensor, either the sensor is bad or you have a weak ground. Voltage really shouldn't change.

I realized why the voltage was low. The voltage rises as the sensor heats up via the antifreeze. The question I have is I replaced my fuel pump before I tackled my timing belt. If the vehicle will start without the sensor plugged in would the fuel pump be the problem? It's a new fuel pump so I'm lost here.

No sir, the pump wouldn't cause that to happen.
