My start was rebuild and motor wont crank over now

I have a 1999 chevy venture the starter went out on it and now we cant figure why the engine wont turn over someone told us to see if it was vapor locked but that wasnt it what else could it be you can hear the starter but u get nothing else

The starter wasn't rebuild properly-you can hear it and engine not turning due to the overrunning clutch slipping or its not in contact with the flex plate-probably needs shimming.

Take the starter back to where it was rebilt and let them show you it works.[Benchtest]
