Truck wont start, have power on both sides of injector wires

I have a 1989 chev 2500,350 auto tbi, have spark good feul pressure at carb[will run when primed] injectors have power at all 4 wire[while disconected], seems like an open ground what is next in wiring that could be sending power, or not grounding

One side should be voltage, the PCM grounds the injector to make it work. Check wiring for rub through to the PCM. Might be a bad PCM
