1993 Chevy Truck V8 Two Wheel Drive Automatic

i have changed the starter and the truck still wont start what else could the problem be?

The battery has a full charge and coneections are all clean and tight? Use a digital multimeter across the battery posts, everything off. The generic spec for a full charge is 12.6 volts. Leave the meter leads touching the battery posts, have helper turn key to crank, observe the voltage reading, it should drop some but, not below 9 volts, some info says 10 volts.

The purple wire at the starter solenoid should be hot with the key in the crank position, is it? Any testing make sure the tranny is in park or neutral and the e-brake is set.
