1989 Chevy Suburban fuel pump

I am not getting enough power to the fuel pump/fuel pump relay has been changed and the fuel pump is new and works with a direct wire to the battery

I am not sure I bought a multimeter but I can't figure out how to use it but the tester light is dimmer than if you test any other wire in the truck

Set the meter to VDC at 20 scale and probe the power wire with the red lead and black to good ground

Disconnect the oil pressure switch and read the voltage again on the fuel pump connector-what is it? And also at the oil pressure switch
