1995 Chevy Silverado head lights want come on when starting

Do you have auto dim lights? Auto on lights, or just regular full time daytime running lights?

Alright then. First youll want to make sure the fuses are good. After that locate the daytime running light module and check for voltage and ground on the module. Then with vechicles key on when the lights shoudl be on check for voltage leaving it for the lights. If your missing voltage out the module is bad. If missing voltage in wiring is at fault.
