Cooling fan

I have a 1995 Corvette (350 V8) the radiator fan motors will not come on unless I turn on the A/C or the car temp reaches 230 degrees, which I belive the ECM turns on the fan motor at that temp? I replaced one of the three fan relays and that did not work, I swaped them out all around and still no luck. I guess I want to know at what temp the fan motors should come on and if the relays arent it should I replace the coolant sending unit?

If the engine is actually overheating, and the gauge indicates overheating, but the cooling fan is not operating, the Engine Coolant Temperature (ETC) sensor may have shifted out of calibration and should be replaced.
This is located below your water pump.
