1968 Other Chevrolet Models Problem is with no spark to the

It is a chev 2 that I have and the issue is that there is no spark to the cap. I have set up a new cap, rotor, and coil. To try and fix the issue. I don't know of anything else that it could be. There is no moisture in the cap and all of the contacts are clean. On the coil there is 4volts to the coil. I think that it should be 12volts. What else should I do to fix the issue? I don't know what kind of shape it is in but I would start with re-attaching the grounds for everything, clean them up, replace any bolts, make sure the wires still have low resistance, and the battery/battery connections should be checked. I think the supply to the coil should be higher than 4 volts to the coil as well. You might be able to look that up in at the Library Reference section. You may be able to attach a plug wire to the coil and check if there is spark from there.
