The passengers side rear strut plate on my 96 monte carlo is rusted out so badly I can see the inside of my trunk. Im just wondering if its possible to get this fixed and not pay more than I paid for the car ($1,000) and if not fixed how long I can drive and what would happen if I kept driving it like this.

You can check with a body shop to see if they are able to weld a new strut tower in for you, but chances are, no one will want to do it. If it breaks, it will most likely cause you to loose control of the vehicle causing an accident.
