I had my carburetor rebuilt and it keeps flooding.

It's possible that the carb float is punctured, and allowing too much gas in. The only way to check is to open the carb, list the float, and see if it's full of gas.

Another possibility is a sticking choke. The link may be broken, or jammed. This can be checked from the outside.
