Suspect a poor ground on one of the right side bulbs. Use a cheap digital voltmeter to measure the voltages on the brass bulb bases when they are turned on. There should be 0 volts on them.
If you find about four to six volts on the front one, look for a burned out side marker light. GM is famous for their goofy front signals that alternate the front and side lights when the running / tail lights are turned on. The front and side lights work together when the runnng lights are off.
I can't remember if Camaros had that system. You would know by watching the left side.
