1996 Chevy Blazer help!

Engine Performance problem
1996 Chevy Blazer 6 cyl Four Wheel Drive Automatic

I could crank the key over but the car wouldn't start (yes I had gas). I already knew I needed a new battery. I would have to get a jump for the car to start and it would be okay for awile. Finally that stopped working so I repalaced the battery, now everytime I go to start the car obviously it will turn over but won't start unless I use instant starting fluid. I have to do this everytime and I've had two mechanics look at it one says I need to replace the fuel pump and the other tells me I have to replace something that is located under the top half of the engine something also having something to do with the fuel I can remember what he told me it was. Please any advice will help so I can finally just jump in my blazer and start it without having to spray that stuff.

Do you hear the fuel pump come On for 2secs? If not inspect the fuel pump relay.

Note: The ECM/PCM energizes the fuel pump relay when the relay de-energizes power is no longer at the fuel pump. When vehicle fires up the oil pressure sending unit powers the pump

Regarding the 1996 chevy blazy. Yes you hear the fuil pump when you first turn the key however when it will turn over but still won't even attempt to start unless I use the starter fluid. What else could be wrong?

Check the fuel pressure with a fuel pressure gauge and giive me the readings before we continue-

The mechanic I spoke to said that the pressure was at about 65 psi. I have a 4.3 v6

I assume that you have the CPI fuel system Vortec have the mechanic open up the intake manifold tuning valve and investigate-
