After replacing the ECU, the car does not start?

I recently replaced my ECU and ever since my car won't start. Dashboard lights blink, radio comes on, and the anti-theft light turns off. I've tried searching for the cause online, but my efforts are fruitless. I just want to know what the issue is and how to fix it.

Was the ECU pre-programmed before installation? If not, this is your problem. Here are instructions on how the job is done correctly. Check out the images (below). Please let us know if you need anything else to get the problem fixed. You can get a pre-programmed unit by searching Google or Ebay.

Yes, the unit was preprogrammed. From what I've searched, the anti-theft light would stay on if the until wasn't programmed correctly, but unfortunately that isn't the case.
