air conditioner and heater

I have a 1990 Cadillac SedanDeville. Neither the A/C nor the Heater is blowing out. I've checked the relays and fuses and they are okay. I've replaced the blower motor and it still isn't blowing out. The engine is 4.5 liter(V8). 86,000 miles. Please help.

How did you check the relay and fuse?

I inserted other working relays to see if the relay is the problem. I visually checked the fuse to see if it was bad. Also, the ac/htr comes on sometimes however, it doesn't work more times than it does .When it does come on, it doesn't blow out strongly.
