When replacing proms in pcm's you should ALWAYS use a static strap on you wrist that goes to ground on the car. This could be a problem with the connections going to the computer itself. Check for bent pins on the computer as well as stuff stuck in the electrical connectors. Also check around the computer to see if there is a ground wire that is loose or dirty.
