depressed the brake while pushing the ignition button, the brake stuck and did not release back up and the car will not start?

My husband tried to start my car today and pressed the brake while pushing the ignition button. But for some reason, the brake stuck and did not release back up and the car won't start and gives this weird rapid clicking sound with the dashboard lights blinking out of control.

We're pretty sure it's not a battery issue as all lights and car horn are working. We tried again 2 hours later to see if the brake released, but it did not and is still doing the same thing when starting.

Note: For a few months now, all the indicator lights may come on my dash for a few days and then go out. It originally started out with just coming up as "Emission Problems", but then the other lights too. I don't know if this is relevant to the issue today. Our dealer was going to call us as soon as they had loaners available to have our card diagnosed, but I can't wait now.

Please help! At this point, we'll have to tow the car to a dealer if we can't start it.
