It could be a few things. The A/C condenser is located in front of the radiator. If it is clogged, it can cause this. When the car is stationary, there is minimal airflow through the condenser, which is responsible for dissipating heat from the refrigerant. As a result, the refrigerant does not cool down efficiently, leading to less effective cooling. When the car is in motion, the airflow generated by the vehicle's movement helps cool the condenser, improving the overall cooling performance.
Also, the air conditioning compressor is responsible for compressing the refrigerant and circulating it through the system. If the compressor is faulty or not engaging properly, it may not be providing adequate cooling when the car is stationary. The compressor may be affected by electrical or mechanical problems. Do you hear it engage when you are not moving? As it cycles on and off, you should be able to hear a clicking sound.
As far as the refrigerant, how what it checked?
If you look below, I attached a pic showing the A/C condenser. Make sure it is clean and not clogged with debris. It looks like the coolant radiator, but it is actually mounted to the front of the radiator. If it looks dirty, take a garden hose and do your best to clean it.
