My apologies for the slow response to this thread. The issue with the A/C clutch cable constantly melting was due to the A/C High Side Pressure Switch no longer working, which was causing the A/C Compressor / Clutch to never cut out. This was causing too much heat to build up in the Compressor / Clutch, which kept melting the A/C Clutch cable. So, by fixing the A/C clutch cable I was treating the symptom, not the actual source of the issue. We ended up replacing the A/C Compressor as well. This was two years ago, and the A/C is still working fine (as good as a 23-year-old car A/C system can possibly work, anyway).
I also did get the cabin air filter properly installed underneath the glove compartment. We cut out the little plastic piece using a small saw. This has cut down on the dust coming out of the vents to some extent. Although I still see it collecting on my dashboard. That said, I haven't had the issue again where the A/C system seemed to push out a bunch of debris from the condensation. So, it seems that issue must have actually sorted itself out, because there doesn't appear to be an actual leak. Anyway, thanks again for your help. I figured I'd provide a solution for anyone reading this later on.
