Vehicle wont start.

I work at a dodge dealership in the service department, so far this winter we have had a customer complaining on a weekly basis about her car not starting on cold mornings. We have replaced the battery several times and cleaned all the connections replacing the bad ones. A battery draw test has been preformed and still this problems continues. Anny ideas to a solution would be greatly appreciated
