Hi,
If you jumped the EFI relay, that is why you have power at the EFI 2 fuse. Power from the relay is then sent through that fuse. When the relay is not actuated, the circuit to that fuse should be open. That could explain the millivolts you are getting. Also, when you jump it, it powers the circuit open relay which is designed to turn off fuel in the event of an accident. See pic 1
As far as the other components with millivolts inside the vehicle, they are the same things. If the relay to them isn't closed, you won't get voltage, so that too is normal. See pic 2
As far as the under-hood fuse box, I attached the powertrain wiring schematic for you. The schematic includes both interior fuses and under-hood.
