I am having terrible performance with my engine

I have a 2002 Honda Accord SE which is giving me a problem. What would cause the car to loose performance? It has a 4 cyl engine which should have about 200 HP but it will not put forth enough power to even shift gears. When I press harder on the accelerator we checked to see if there was pressure coming out of the exhaust and there is so I would assume that the cad converter wouldn't be clogged up enough to rob this much power. It is getting plenty of airflow and all 4 plugs are sparking so I would have to assume that the problem lyes in the fuel system somewhere. I would like a second opening on anything else that I may not be thinking about.
