Crank turns but timing gears and belt don't move

Teeth are stripped off the belt.

What size engine?

If 1.8T ,V6 or TDi, you will have bent valves, so the Cylinder head(s) will have to come off as well.

I had a customer with broken timing belt teeth on a 2.0L engine... she was lucky, the engine ran after a new belt was put on.
