You need a live person to look at this. There's no way I can tell where the smoke came from or if it's coolant, oil, or electrical in nature. Hissing after stopping a hot engine is commonly caused by a coolant leak, but there are some other causes that are normal.
As for not starting, that can mean a lot of different things. Does the starter fail to crank the engine? Does it crank the engine but it won't start and run?
A leaking cylinder head gasket could cause all of these symptoms along with a failure of the starter to crank the engine due to coolant in one of the cylinders. That would be the most severe cause.
