1998 Ford Escort starting issue

My 1998 Ford Escort Sport will not start. I removed the rear seat and accessed the fuel pump, which did not move fuel or show any signs of coming on when the key was turned. I removed the fuel pump from the car and hooked it up to a power source, and the motor whirred on just fine. What could be preventing the pump from working in the car?

Check and test the fuel pump fuse, fuel pump relay and inertia switch

Thank you very much for your help. I replaced the control relay module today and the car now starts perfectly!
