1997 Toyota Other brakes

Toyota Dyna vehicle tends to loose pressure when you brake at first,then when you pump it then it holds.we have replaced the brake master cylinder and cleaned the slave cylinders.we also changed the slave cylinder kits but the problem is still there.we also flushed the braking system and put in new brake fluid (DOT 3) and we bled the system but there is no change.

it may have a problem in the abs unit as a scanner shold be used to bleed brake son this. we don't have that vehicle in U.S. so no info
