1997 Chevrolet Silverado transmission

I have strong 1st and 2nd gears. But then it will not go into 3rd gear. If I rev up and then let off the gas it seems to drop into another gear. I don' know if it is third or forth. ( I am going through the gears manually. ). It will not go into overdrive. Reverse works fine. Some guy mentioned it could be the transmission modulator valve. So, that's my situation.I need help! First, is the trans fluid clean and full? As far as a modulator, there is one internally, but I question if that is the problem. Has the check engine light come on?
