Intermittently doesnt start

I have a 1996 Pontiac Boneville that, at times will not start. When it won't start the fuel pump isn't running and the power windows don't work. If you get in the car and the power windows work, the car will crank and run. What could be the cause of this? Have checked and it appears that the only thing these two systems have in common is a ground.

Forgot to mention that the heater core had been recently replaced

Call pontiac and see if there is a recall on the fuel pressure regulator.

I found the problem. In the wiring harness in the left kick panel, there is a ground comb(a connector of about 10 to 15 wires, all black in color, with terminating connector snapped into it that connects all the wires in that connector together.)When I ooened the comb, all the terminals were corroded from moisture.I cleaned the terminals and that fixed the fuel pump inop problem, the dim interior lights and the inop driver's power seat.
