96 grand marquis signal light fuse blows when car engine is running

my signal lights just went out, my brake lights and running lights work fine, never checked 4 ways? however, i replaced the blown 15amp fuse with another, while the ignition is at the on position the signals work fine all bulbs work, as soon as you start the car the fuse pops????

Here are the items on that circuit. Start isolating systems and components one at a time until the short is gone. Use a circuit breaker instead of a fuse for testing.
