1997 Mercury Marquis turn signals

One day I shut my hood and my turn signals stopped working so I checked the fuse and it was blown so I bought new fuses, but as soon as I put new fuse in it blows. What could be the problem? Neither turn signal is working. It isnt even making the clicking sound

Obviously you have a short circuit that needs to be located. If it blows the fuse without even turning the turn signals on, that is weird. You will need an electrical expert to try to isolate the short.

Its blowing them without the car being turned on. And when you change fuses does the battery have to be unhooked or no?

No, the battery doesn't have to be disconnected. You still have a short in the circuit.
